Laredo ISD considers MOU with South Texas Training Center to offer multiple health‑care certifications

Laredo ISD staff presented an annual memorandum of understanding from the South Texas Training Center on Aug. 5 to offer a bundled health‑care certification program that includes nurse aide and related credentials.
Monica Calles (presenting on behalf of program staff) described a PCT pathway that would deliver up to four certifications as a package — certified nursing assistant (CNA), patient care technician (PCT), electrocardiogram (ECG) and phlebotomy — delivered through a cohort model with a maximum of 18 students. The vendor’s package was described as “all inclusive,” covering instruction, exams, scrubs/uniforms, and the third‑party practicum placement where required.
Administrators said the MOU is structured to use CTE funds for program costs and that the district recently contacted Laredo College to compare offerings. Calles said district staff can run both programs in parallel if the college can offer a comparable package or price but noted South Texas Training Center already guarantees instructors and turnkey services that reduce scheduling friction.
Questions from trustees focused on cohort size, scheduling and cost. Staff said typical cohorts cap at 16–18 students because of lab and clinical constraints; sessions are double blocked (two class periods) when scheduled and can include travel or on‑site practicum. The MOU proposal targets high‑school students in career and technical pathways and could be offered at campuses with available space and student interest.
Ending: District staff said they will seek comparative quotes from Laredo College and, if the board approves an MOU, use CTE allocations to support cohorts. No funding vote was taken at the committee meeting.
