At its Aug. 5 meeting the Southlake City Council approved the consent agenda, which included minutes, resolutions, a contract renewal for citywide concrete services and other routine items; the council also tabled several zoning and site-plan items at the applicants' request.
Deputy Mayor Pro Tem Kathy Talley presented consent items for consideration, which staff summarized as follows: approval of minutes from the June 17, 2025 regular meeting; excusal of Councilmember Chuck Taggart's absence from the Aug. 5 meeting; Resolution No. 25-026 authorizing the city manager or designee to enter into interlocal agreements; Resolution No. 25-027 suspending the effective date of Encore's requested rate change; renewal of a contract with Apex Concrete Construction Inc. for citywide concrete services in an amount not to exceed $1,540,000; an encroachment and joint-use agreement authorizing stone walls within a drainage easement at 1808 Jubilee Lane; and the first reading of Ordinance No. 1294 updating the industrial wastewater pretreatment program (Chapter 9.5, Article 3 of the Southlake City Code). Talley also noted that several zoning and site-plan items (ZA24-0042, Colby Building site plan ZA24-0032, and ZA25-0030) were being tabled at applicants' requests to future council meetings.
Talley moved to approve consent items 4(a) through 4(h), noting that items 4(i) and 4(j) were tabled to the Sept. 2 meeting and item 4(k) was tabled to the Aug. 19 meeting. The motion was seconded and the council voted to approve the consent agenda; the formal roll-call vote count was not recorded in the transcript excerpt.
The consent agenda also included a professional consultant agreement with Jerry Hodge and Associates for project management services for the East Highland Street to SH 114 Frontage Road project in an amount not to exceed $110,000, and an encroachment agreement for stonework at 1808 Jubilee Lane. Council discussion during this item was limited, and no amendments were proposed from the dais.
