The San Bernardino County Board of Supervisors unanimously approved a zoning amendment and conditional use permit for the Phelan‑Pinon Hills Community Park on Wednesday.
County staff presented a project for a 14‑acre park within the Phelan‑Pinon Hills Community Service District. Phase 1, planned for completion within three years, includes multipurpose fields, playgrounds, a pump track and skate area, dog parks, restrooms and concessions, bike trails, parking with EV charging stations and retention basins. Phase 2, expected within six years, adds additional multipurpose and softball fields, equestrian uses, expanded bike trails and parking.
Staff said the project is consistent with countywide plan policies and that environmental review produced a mitigated negative declaration with a mitigation monitoring and reporting program covering biological, cultural, geological and tribal resources. Notices were sent in March and July 2025 with no public comments received for the hearings on this item.
The board voted to adopt the mitigated negative declaration, approve the conditional use permit and introduce and adopt the zoning ordinance amendment. The vote was unanimous.
