Kern County approves $3.6 million contract for Buena Vista park upgrades

The Kern County Board of Supervisors on Aug. 5 identified Superior Construction as the apparent low responsive bidder and approved a contract not to exceed $3,600,000 to build new amenities at the Buena Vista Aquatic Recreational Area in West Kern.
Michelle Burns Lucic, chief general services officer, told the board the project — funded by a California Regional Park Program grant of about $2,700,000 and roughly $900,000 in county general funds — will add a shaded picnic area, a splash pad, a fenced dog park with small- and large-dog areas, about one mile of multi‑use path, four floating docks including one ADA‑accessible dock, lake edge erosion control, trees and irrigation. Burns Lucic said the county held a bid opening on July 17 and “the low bidder was Superior Construction. The proposed contract amount is just under $3,600,000.”
The project is in District 2 and county staff estimated construction would take about a year. Supervisor Parlier described Buena Vista as “the jewel that it is for the county,” saying the additions will serve local residents and draw visitors from other parts of the region.
Supervisor Parlier moved to accept staff’s recommendation and approve the contract; the motion was seconded and passed on a unanimous vote of the board.
The county’s adopt‑a‑park program was highlighted as an opportunity for local volunteers to help maintain the site once improvements are complete. The county packet lists the contract as contract number 1650 and identifies the bidder as Profit Construction, DBA Superior Construction; staff presented renderings and a site plan during the item.
Construction timeline, procurement documents and the county’s contract award were approved as presented. County staff said they will return with standard project updates and work with community volunteers on park stewardship opportunities.
