Mount Pleasant parks commission recommends adoption of 2050 master plan update

The vote followed a staff presentation and a formal resolution that the commission read into the record. The resolution says the commission coordinated with the Mount Pleasant Planning Commission and followed Michigan Department of Natural Resources master plan guidelines and the Michigan Planning Enabling Act (PA 33 of 2008) in preparing the update.
Staff said the update removes projects that cannot be completed now because of funding constraints and replaces them with items on the commission's current capital improvement program (CIP). "The only major change that I made was pulling out all of the projects that we can't do right now due to funding and replace that with our actual CIP," the staff presenter said. The presenter also said the recreation needs assessment was added to the plan this year and that future updates will tie programming and recreation needs more closely to the plan.
Procedurally the commission moved and seconded the resolution, then voted. The motion passed, 4 to 0; the clerk recorded the action as occurring at 6:26 p.m. on July 22. The commission's statement accompanying the resolution described the hearing on the proposed amendments as having been held on July 22, 2025.
Commissioners and staff described the update as a formalization of work previously presented to the commission and said the plan does not preclude pursuit of other projects if additional funding becomes available. Staff emphasized the update is intended to reflect what the commission currently plans and budgets to accomplish, while keeping other needs in a backup list for future grant-seeking or budget cycles.
No public commenters participated by Zoom, and no additional discussion was recorded before the vote.
The commission recorded the action as a recommendation; the record does not show final adoption by the city council or planning commission in this meeting.
