"It's just conceptual planning," Council member Mr. McCain asked, and Tony, a staff member, confirmed the work is intended to "begin to put something on paper" while a site is chosen. Mister Thomas, identified as a staff member, said the city uses a published list of qualified professional firms and that professional services contracts do not require a separate competitive bid process at the time of selection.
The item is tied to the city's bond financing for public safety projects. Committee members pressed for speed: a council member identified as Mike urged staff to set a time element and to move the work forward now that bond funds are available. Tony and other staff said the firm will provide expertise the bond task force needs and that completing a site decision is required before final design and construction bidding can proceed. The committee noted the bond program gives a three-year window for project completion.
The committee approved forwarding the resolution to the full council by voice vote.
