The Solano County Board of Supervisors held a public hearing on the Green Valley Open Space maintenance district and adopted the engineer’s report, confirmed the diagram and ordered a levy of assessment of $170 per developed parcel for fiscal year 2025–26.
What the assessment funds: County staff said the maintenance district funds go to the Solano Land Trust (the local land trust) and to related park and open‑space management. Among the district’s activities last year, staff reported nearly 5,906 visitors to Paradise Valley/Lynch Canyon parklands from the opening day in August 2024 through May 2025 and said the land trust used about $24,000 this year for management of the 2‑on‑2 park and open space area referenced in the engineer’s report. The Land Trust has used previous district revenues for acquisition activity, including 2021 acquisition funds that combined parcels into the Lynch Canyon Open Space Park.
Hearing and vote No members of the public were present to oppose the assessment at the hearing. Board members asked for clarification of the city of Fairfield assessments on parcels inside the city boundary; county staff said the city collects a separate special tax on parcels inside the city and that the county’s levy applies only to parcels in the unincorporated district. After brief questions, the board approved the assessment; the clerk recorded the motion and the board ordered the levy by unanimous vote (4–0).
Next steps: The $170 assessment is scheduled to be levied on the March property tax roll for fiscal year 2025–26 and funds will be used by the Solano Land Trust and County Parks for open‑space acquisition, operations and public access improvements. The county will publish the engineer’s report and the clerk will record required documents.
