State, county and flood board present Yolo Bypass–Cache Slough master plan; Solano supervisors press for local protections

State and regional flood agencies briefed the Solano County Board of Supervisors on a draft Yolo Bypass–Cache Slough Master Plan and said the document is intended as a planning framework to guide future project design but is not a project-specific funding or permitting document.

The draft master plan, prepared by the California Department of Water Resources and the Central Valley Flood Protection Board for the Yolo Bypass/Cache Slough partnership, lays out baseline hydrology, ecosystem conditions and a strategic approach to advance six partnership “pillars”: flood protection, ecosystem restoration, recreation, agricultural sustainability, water quality and water supply. Officials said the plan will inform later feasibility studies and potential U.S. Army Corps of Engineers studies, but does not itself authorize construction or funding.

County and why it matters: Solano County officials said they have been engaged with the partnership for years and asked that local priorities — especially agricultural sustainability, water supply reliability and recreation opportunities for county residents — be treated as equal to habitat and flood-management objectives.
