Public works engineer/presenter Mr. Kellogg explained clarifier function and the rationale for the covers: clarifiers are circular tanks where solids settle out; algae grows on exposed surfaces and degrades effluent quality, increases maintenance, and can interfere with UV disinfection systems. Covers prevent sunlight-induced algae growth, reduce the need for staff to enter clarifiers for manual cleaning with bleach and scrub brushes, and improve worker safety.
Council discussion
Council members supported the measure on grounds of employee safety and long-term operational efficiency. Councilman Jones said he had visited the facility and supported the covers as a practical improvement.
