Iredell County commissioners approved a set of administrative and consent‑agenda items at their Aug. 19 regular meeting, including two health‑department budget amendments, a new full‑time dentist classification and related budget transfer, an arbitrage services contract tied to a 2015 school construction bond, and routine tax releases and refunds.
The board unanimously approved the consent package after the items were reviewed at a 4:00 p.m. pre‑agenda meeting and presented by County Manager Milton. The package included a $28,488 appropriation from the county’s ARPA temporary savings fund for a public‑health services grant to digitize personnel and board of health paper records, and a $6,000 appropriation from a general communicable‑disease control grant to connect county testing to the state lab system for electronic test ordering and result receipt.
The board also approved a human‑resources request to add a full‑time dentist position to the county classification schedule (grade 247) and a budget amendment to transfer funds to cover the salary and benefits for that position. County staff told commissioners the dentist role is currently provided through a contract with the Alliance; the county’s goal is to fill the role internally to avoid a reported 19% contractual upcharge. The board retained the option to revert to the Alliance contract if the county cannot recruit for the full‑time position.
Finance staff presented a contract with Bingham for arbitrage services tied to the 2015 qualified school construction bond. Commissioners authorized the county manager to sign the firm’s five‑year engagement at $800 per year to cover years 11 through 15 of the issuance; staff said the service is required until final payment of the bond, with the final payment scheduled in 2035.
Also placed on and approved from the consent agenda were a correction to a part‑time EMS logistics technician pay grade, the addition of a $2,500 language‑skills pay incentive to the county’s approved incentives, and the July 2025 releases and refunds from Tax Administration.
Motion and vote: The board approved the pre‑agenda consent administrative matters on a motion by Commissioner Brown; the chair called for the ayes and the items were approved with no recorded opposition.
Meeting context: County Manager Milton presented the consent items after the board reviewed them at a pre‑agenda session earlier in the day. Commissioners did not debate the substance of these budget amendments at length during the regular meeting but asked clarifying questions about the dentist position and the possibility of returning to the Alliance contract if recruitment fails.
Ending note: Commissioners placed several personnel and administrative items on the consent agenda to expedite routine approvals; staff said the arbitrage contract and the health‑grant appropriations are administrative actions that allow ongoing programs and compliance work to continue.
