Planning commission approves Sparks by Hilton expansion with conditional height increase

The Willows Planning Commission on Aug. 5 approved a design review and conditional use permit for the Sparks by Hilton Hotel expansion at 457 North Humboldt Avenue.
Amy Rossig, contract planner with Harrison Associates, told commissioners the project would add a three‑story western addition to an existing Super 8 by Wyndham motel, increasing the property from 37 rooms to 73. Rossig said, “the applicant is proposing an addition to the western side of the existing hotel. It would contain 36 hotel rooms …” and that the proposal calls for 75 parking spaces to meet the city’s requirement of one space per room plus two manager spaces.
The application included a conditional use permit to exceed the Highway Commercial district height limit. Rossig said the addition would be 38 feet tall, above the 35‑foot limit, and added that the design uses a gable roof to match the existing building. She also described landscaping changes and proposed rebranded signage.
The commission discussed public‑safety review and utilities. One commissioner noted the lack of a written fire‑department report and asked that fire‑safety review be recorded as a condition. Rossig said fire‑department plan review is part of the building permit process and recommended adding an explicit condition requiring the fire department’s sign‑off at plan check. Commissioners also asked whether the water and sewer work shown in the plans meant full replacement or partial connections; Rossig said abandonment and backfill of unused lines and full plan‑check review for new connections would occur during building permit review.
Commissioners voted to approve the design review (File DR‑25‑03) and conditional use permit to increase height (CUP‑25‑03). The motion passed 4–0. The approval allows the applicant to apply for a building permit; Rossig said building‑permit plan check will include fire access, exit locations and technical checks before any vertical construction begins.
The conditional use permit approval included standard conditions: adherence to the submitted elevations and color palette, landscaping and parking as shown, and required utility work to be verified at plan check. Commissioners asked staff to ensure a recorded condition that the fire‑department review be completed at the building‑permit phase so the record reflects the department’s sign‑off before construction begins.
The project site is zoned Highway Commercial and was developed in 1978 as a 37‑room motel. If the developer proceeds, the building‑permit process will determine final construction requirements and utility connections.
The commission’s approval is the final land‑use action at the planning‑commission level; the applicant may proceed to building permits and the technical review phases required by the city.
