Escondido trustees approve authorization to use library trust funds for First Floor furniture and equipment with contingency

The Escondido Library Board of Trustees voted to authorize use of library trust funds to purchase furniture, fixtures and equipment (FF&E) for the library’s First Floor, approving an estimated total roughly in the $251,000 range and an included contingency.

The board approved the authorization after extended discussion about changing cost estimates and the need for a contingency because of vendor price increases. Robert, city staff, told trustees the top-line public FF&E figure in the packet was about $195,277 for public spaces but other pages showed higher totals; Reno, library staff, and Ed, project manager, said contingency was factored in from the start to cover potential price increases and change orders. “We did include contingency from the beginning of the project,” Reno said.

The board debated whether to approve the full contingency now or to authorize only the base purchase and return if more funding were needed. Trustee John argued that if the contingency were withheld and prices rose, the board would have to return to the council for a supplemental budget, which could delay ordering and delivery. Reno and staff said the timing is tight: the purchase order must follow trust-fund approval by the board and then a budget adjustment at city council (the city-council date for the FF&E items was described as scheduled for Oct. 1 in the meeting packet). Staff said orders would be placed in late November or early December for a March delivery window.

A motion to approve the authorization to use library trust funds for First Floor FF&E was made and seconded. The motion language on the record referenced an estimated total of about $251,000 (packet pages also showed a $256,000 figure on some pages; staff said the difference reflected different rounding/contingency treatments). The motion passed with four trustees voting yes and one trustee abstaining; staff said any unspent funds would be returned to the trust.

The board and staff emphasized two implementation points: first, the purchase cannot proceed until the council approves the required budget adjustment; second, if the board comes in under the estimated cost, the remaining balance will go back to the trust fund. Staff also said furniture orders are being timed to avoid extended on-site storage before the library reopens.

Trustees raised additional operational questions during the discussion, including whether conference-room equipment and other technology would be funded separately and whether contingency dollars could be flexibly shifted between First and Second Floor FF&E items; staff said they would check with finance to determine what flexibility the council/budget process allows.

The vote record on the authorization matched the tally read into the record: approved (4 yes), abstain (1), no (0). The board directed staff to proceed with the city-council budget submittal so that purchase ordering can follow once the council approves the adjustment.
