Procurement update: county pauses landfill project after bid protest; event-center master plan and YDC invoices advance

Chief procurement officer Shanda Crystal updated commissioners on several county projects and procurement matters, including a bid protest that paused work on the landfill scale-house construction entrance.

Crystal said the county has received a protest on the landfill procurement and procurement activity for that contract has been stopped while procurement and legal staff review the matter. "We're working with legal and we are hoping to bring the item back to the board next week, hopefully, for review and consideration," she said.

Crystal also reported that the event-center master planning services scope of work has been drafted and is being refined to specify deliverables and timelines. Bids for a roof-replacement project opened that day. Regarding the YDC project, Crystal said staff expected to receive the final fiscal-year invoice and were coordinating with Christie to sign and include it in fiscal year 2025 spending so the county can capture eligible costs before the fiscal-year deadline.

As part of ongoing coordination, Crystal and other staff scheduled a site visit with county staff to review utilities and project needs and to apply lessons learned from previous ARPA-funded projects. She stressed the importance of engaging the right stakeholders early to reduce future utility and easement issues.

No formal board action was taken at this update beyond continuing procurement processes and legal review of the landfill protest.
