Blair County authorizes counsel vote on Purdue Pharma plan and allows commissioner to sign settlement exhibits

The Blair County Board of Commissioners on Sept. 25 approved two actions related to national opioid settlements.
The board authorized the county’s counsel, Mark J. Byrne & Partner, to vote to accept the Purdue Pharma LP bankruptcy plan on behalf of Blair County. County staff said the action is part of the broader opioid settlement process and that acceptance could make the county eligible for funds under the plan if it is granted.
Separately, the board authorized Commissioner Dave Kesseling to execute all Exhibit Ks for each settlement party and any other documents required to carry out the county’s decision to participate in the proposed new national opioid settlements. In Kesseling’s absence, Vice Chair Amy E. Webster was authorized to sign any required physical documents.
Commissioner Kesseling moved for the authorization and said he would make the motion to allow himself to sign the exhibits; commissioners approved both items by voice vote. A county official clarified in the meeting record that the process includes a vote and a participation agreement and that funds would follow only if the plan and participation terms are approved by the governing settlement process or court.
