Blair County approves human-services contracts, amends advisory-board bylaws and renews transportation agreement

The Blair County Board of Commissioners on Sept. 25 approved a set of human-services contracts and program items, and amended the Social Services Advisory Board bylaws.
County staff requested approval of a fiscal-year 2025–26 renewal purchase-of-service agreement and a HIPAA business-associate agreement between the County of Blair, Blair County Children, Youth and Families (CYF), and the Bear Foundation; the board approved the renewal. A county staff member presented the item during the meeting.
The board also approved three items related to the Medical Assistance Transportation Program (MATP). They approved the fourth-quarter report for fiscal year 2024–25 covering the period April 1 through June 30, 2025; accepted the initial MATP allocation for fiscal year 2025–26 from the Department of Human Services; and approved a contract between the County of Blair and Blair Senior Services for the MATP program for the period July 1, 2025, through June 30, 2026. The contract uses the state reimbursement mechanism at a rate of $37.25 per trip; presenters clarified that the $37.25 is a payment rate, not a charge to consumers.
The board approved a fiscal-year 2025–26 renewal contract between the County of Blair and Sinclair Child Services for a maximum amount of $40,000, funded by the Human Services Block Grant. During discussion, staff said state budget action remains pending; payments are on hold until the state budget is passed and the county may need to modify contracts if the eventual allocation differs from prior years.
The Board also approved an amendment to the Social Services Advisory Board bylaws. Staff said the bylaws had been written before the county’s Leadership Coalition was formed and that many functions previously handled by the advisory board are now administered through the coalition; the amendment is intended to reflect that organizational change.
All of the above items were presented by county staff and approved by the board by voice vote during the meeting. The meeting record shows no roll-call tallies for these votes; commissioners indicated “Aye.”
