Hilltop Facility Board approves solid-waste activity report; recycling tonnage rises while prices fall

The Hilltop Facility Board on Aug. 7 approved a solid-waste activity report showing higher recycling tonnage but falling recycling revenues.
The report presented figures that included $23,498 in activity (listed as coming from Rockwood) and 374 tons of material recycled. The presenter told the board the system recorded higher tonnage this year but that market prices for cardboard, metal and newspaper have fallen, reducing recycling revenue.
Board members also heard operational details: convenience centers accounted for 522 “pulls,” 35 more than the same period last year, and staff reported ongoing work addressing a leaky area at the back of the landfill. A barrier has been built around the back of the landfill, and monitor wells were checked last week; staff said final lab results had not yet been returned.
Board members asked about a right-of-way issue and public outreach. Staff said they were working to document best practices and to begin advertising a related effort, but that outreach was not yet underway. Members noted that closing gates at the site had reduced recurring problems.
A motion to approve the activity report was made and carried by voice vote; no roll-call tally was recorded in the meeting transcript.
The board did not take additional formal actions on solid-waste contracts or capital projects during the Aug. 7 meeting.
