District to pursue $20 million RCAP application for high-school project; application is reimbursable

Dr. Bickel, a district official, told the board the district will pursue a $20 million application to the state RCAP program to support the high-school project that the district has placed next in its facilities master plan.
"We will be aggressively seeking $20,000,000 from the state for the high school," Dr. Bickel said, explaining the application window has opened and the district intends to apply. He said the high school is a "significant linchpin" in the facilities master plan because completing the high school will allow the district to reconfigure grade assignments across campuses.
Dr. Bickel said the RCAP application is reimbursable, meaning the district would front project costs and then seek reimbursement from the state after meeting application requirements and documentation. He described the application as paper-intensive and said the district plans to send communications to elected officials asking them to support the request and to include letters of support in the application, as was done in a prior application cycle.
Board members asked how the application could proceed without a state budget; Dr. Bickel responded that the application portal is open and the district intends to take advantage of the opportunity while acknowledging the reimbursable structure requires the district to advance funds and later seek repayment.
Dr. Bickel said staff will work with county redevelopment contacts (naming Laura Carnes) who helped in the prior cycle and will prepare the necessary documentation; he said the district will circulate the communication to elected officials and the application team will proceed while PlanCon and state budget items are pending.
