The Southfield City Council on Aug. 25 took several routine and policy votes. Major outcomes included reappointments to the City Center Advisory Board, a broad consent agenda covering purchases and contracts, enactment of two zoning-related ordinances, approval of travel expense reimbursements and adoption of a Section 8 (housing choice voucher) budget pending transfer to the Plymouth Housing Commission.
Reappointments - Council approved the mayor’s reappointments of Kimber(ly) Peterson (James Lang LaSalle / Transwestern management background) and Josh Wardini (Ekkin Management) to the City Center Advisory Board. The motion to approve reappointments was moved by Councilman Brightwell and supported by Councilwoman Haynes; the motion carried.
Consent agenda (approved as a block) - Council approved the consent agenda (items a through p), moved by Councilwoman Hogue and supported by Councilwoman Hicks. Items include a Brownfield redevelopment and tax increment financing plan reimbursement agreement for MAB Real Estate; economic-development public hearings for a Northwestern building; authorization to purchase a fuel-management system; purchases of fire vehicles and ambulances; application to a local bridge program for Angster Road; library mechanical upgrades; police custodial services; a proposed multiyear agreement to provide dispatch services to the City of Lathrop Village; and other routine contracts and purchases. Councilman Brightwell asked questions about the fuel management system and the planned migration to a new asset-management/fleet system; city staff said the current subscription costs about $19,000 a year and the replacement would be under $4,000 annually and would integrate with OpenGov.
Ordinances enacted - Ordinance No. 1815 (rezoning Parcel 27301 West 11 Mile Road to ODD Overlay Development District) — moved by Councilwoman Banks, supported by Councilwoman Hogue; enacted. - Ordinance No. 1816 (text amendment to zoning code clarifying height exceptions for flagpoles) — moved by Councilwoman Banks, supported by Councilwoman Hogue; enacted.
Section 8 housing budget - The council adopted a Section 8 housing choice voucher budget for fiscal year 2026 as part of a planned transfer of administration to the Plymouth Housing Commission. Councilman Hicks moved the resolution and Councilman Banks supported it. City administration said a short-term contract with Plymouth Housing Commission will begin Oct. 1 and a full transfer is planned for Jan. 1, 2026. The action authorizes appropriation for Section 8 to allow uninterrupted program operations.
Travel reimbursements - The council approved travel expense reports for Councilman Brightwell (GFOA, Washington) and Council Pro Tem Hicks (NLC Summer Conference, Houston). The motion passed; council members discussed the propriety of members approving their own reimbursements and then voted to approve the reports.
Process notes and next steps - Council members raised follow-up questions on some consent items (notably the fuel-management system) and asked staff for more detail; implementation tasks were assigned to relevant departments (finance, IT, fleet, planning and building) as specified in consent documents.
The council approved these items during its regular meeting; several items had been discussed at a committee-of-the-whole study session prior to the vote.
