At its recent meeting the Ridgecrest City Council recorded the following formal actions:
1) Consent calendar — The council approved the posted consent calendar (two items). The meeting record shows a motion and second followed by the chair’s statement, “Motion carries.” No roll-call tally was read into the public record for the consent vote.
2) Park impact fee expenditure for softball fencing — The council approved the use of $65,000 in park impact fees to install permanent outfield fencing on the JV and varsity softball fields at the Leroy Jackson Sports Complex. The motion was made, seconded and recorded as carried in the meeting transcript with no roll-call tally read.
3) Rules of order (agenda-setting and meeting conduct) — The council directed staff to prepare a clean resolution adopting the shorter rules template (Exhibit A) with three edits: remove the word “without” in the sentence identified by Councilman Gorman; move section 17 to section 10 to avoid duplication; and require at least two council members to sponsor an agenda item to place it on a future meeting agenda. The motion to prepare that resolution passed on a roll-call vote: Mayor Endicott — aye; Mr. Gorman — aye; Mr. Heyman — aye; Mr. Rajaratnam — aye; Mr. Blades — aye. The transcript records “5 ayes. Motion carries.”
Staff will return the corrected resolution for formal adoption at a subsequent meeting. For the park fencing project staff will proceed with procurement steps and return schedule updates as needed.
