Board asks staff to tighten event fee and building-use rules, seeks clearer security and staffing costs

Grand Island board members said a recently passed parks-fees resolution contained vague provisions about use of the town building and restroom access during private events and asked staff to tighten the language and clarify fees for staffing, security and trash removal.
The clerk told the board that the earlier resolution did not clearly specify whether event organizers should use the building restrooms or bring porta-potties for private events, and that guidance on whether town staff would open and secure the building was unclear. Board members discussed whether the town should require event organizers to rent porta-potties rather than use town facilities, and whether a staffing fee (the clerk referred to a draft $20 per employee and a suggestion of two employees) should be adopted.
Board members asked for language clarifying when the building will be open, who is responsible for security and cleanup (including dumpsters and bag rates), and whether the town’s crew or a hired contractor would handle trash removal. The clerk said she would follow up and present a clearer proposal at the next meeting. The board also agreed to further consideration of the issue in executive session and to bring a motion on staffing/fees in that closed session.
