Millbrae staff preview zoning amendments tied to MTC grant; community development planner announces departure

City staff told the Millbrae Planning Commission that the city received a grant from the Metropolitan Transportation Commission (MTC) tied to compliance with the agency’s Transit‑Oriented Communities (TOC) policy and that staff will bring multiple zoning code and specific‑plan amendments over the next six to eight months.
Community Development staff said MTC’s One Bay Area Grant (OBAG) funding awards points across categories including density, housing, parking management and station access; achieving full compliance with the TOC policy is 85 points and staff said the city is planning amendments to increase minimum residential density, amend parking requirements in the half‑mile TOC area around the Millbrae Transit Station, and consider tenant‑protection measures. Amit Cohen’s firm will work on density amendments, another consultant will work on housing, and a separate consultant will work on parking management tied to the grant.
Staff said the city must be compliant with the TOC policy by 2026. Staff described a phased approach: items that are ready will be brought forward first, and others will follow. The amendments will be recommendations from the planning commission to the city council, which will adopt any ordinance changes.
In the same staff update, a senior planning staffer announced this would be their last meeting with the city after almost six years. The official cited major projects during their tenure, including the Alexandria project, Longfellow and the 959 and 1301 Broadway developments now under construction. Community Development Director Andy Mogensen will manage meetings until a replacement is appointed.
Commissioners and staff thanked the planner for their service and noted the amount of planning work ahead related to TOC compliance and zoning amendments.
