Pleasant Grove Planning Commission on Aug. 14 voted to forward a recommendation of approval to the city council for a request from Hunter Smith to rezone about 0.56 acres at 3195 North 1240 West from the A‑1 (agricultural) zone to the R‑R (rural residential) zone.
Jacob Hawkins, a planner with Pleasant Grove’s planning department, told commissioners the hearing was limited to the rezone request and not approval of a specific development. Hawkins said the parcel was annexed in 2018 and remained in the agricultural zone; the applicant, represented in materials as Cadence Homes working with the family, is seeking a zone change to permit a single residential lot consistent with surrounding properties and the city’s general plan.
Hawkins explained the practical differences between the A‑1 and R‑R zones: A‑1 is aimed at larger, agriculturally used lots and requires a minimum of one acre and roughly 200 feet of width; R‑R permits smaller, half‑acre parcels with about 110 feet of width and limits animal units more explicitly. He said the general plan designates the area as rural residential and staff recommended approval because the request aligns with the plan and surrounding zoning.
Applicant Hunter Smith told the commission his family intends to build a single home on the rezoned lot and that "they have no intentions of developing the rest of that, and it will remain agriculture until they choose to do something further with it." No members of the public spoke during the public‑comment portion.
Commissioner Nelson moved to forward a recommendation of approval adopting staff exhibits, conditions and findings; Commissioner Phillips seconded. Commissioners voted in favor and the motion carried. The action forwards the rezone to city council for final consideration; any future subdivision plat or building permit would be reviewed separately and must meet standards for frontage improvements and road widths at the time of platting.
