Supervisor Howard moved to approve the agreement; Supervisor Wilson seconded. The board voted unanimously to approve the transfer (Starkey, Short, Howard, Borges, Wilson — yes). County staff said three connections will remain in reserve at the Greens site to preserve options for potential future development there.
County code allows staff to revisit allocations and require payment if actual water or sewer use exceeds reserved connections, the public works representative said. The board did not discuss a specific project tied to the Martin Ranch transfers at this meeting.
