The Granbury Planning and Zoning Commission approved a revised specific-use permit (SUP) Aug. 11 that will expand and formalize existing outdoor sales and repair uses at properties identified as 43 and 4603 East Highway 377.
City staff member Cody said the site is 8.08 acres (Lot 1, Block 1 of Saratoga Phase 1A) and currently zoned heavy commercial. The applicant, Bill Baird, told the commission the SUP revision creates a phased plan: phase 1 expands the SUP to include an area previously used as a body shop so that tractor and ATV sales and service may operate there; phase 2 will take effect when a new Nissan dealership opens and used-car operations move to that new location, at which point the entire property will be devoted to tractor, implement, ATV/UTV, trailer and golf-cart sales and service.
"Used cars will go down with new car sales," Baird said when asked whether used-car inventory would move with the new dealership. Cody said the application describes multiple uses that require an SUP under the code — used auto sales, major auto repair, small tractor and implement sales and repair, new and used ATV sales, new trailer sales, and new and used golf-cart sales — and that staff had recommended the site plan shown on Exhibit A govern the property. Staff told the commission all parking, maneuvering, display and storage must be on an improved hard surface and that the SUP is subject to applicable permits, inspections and fees; violations could cause the SUP to become null and void or a certificate of occupancy to be revoked.
Staff mailed 11 notices to property owners within 200 feet and published notice in the Hood County News as required by law; no written letters in favor or opposition were on file at the time of the hearing. Commissioner Moore moved to approve the SUP as presented; Commissioner Hallman seconded. The chair called the vote and the motion carried.
The action formalizes the site's existing and planned phased commercial vehicle, equipment and accessory sales uses. The record notes the SUP is subject to code compliance and any conditions necessary to ensure compliance with the governing site plan and city regulations.
