Bob Scott, who led the staff presentation, told the council state law requires the ballot language to declare, in capital letters, that “THIS IS A PROPERTY TAX INCREASE.” Scott also told the council the town intends to issue new debt only as the debt-service rate allows and that any future tax changes tied to property values…
