Council approves $38,000 amendment to Park Avenue engineering contract to secure grant reimbursement

City staff said the original capital scope envisioned a single project; to maximize grant funding and expedite construction the work was bid as two separate contracts, which required additional consultant time for design and inspection. Patty Bourne and Ken Arnold were available to answer council questions. City staff said that if the council did not approve the additional payment before the grant deadline the city would be responsible for the full cost.
Ken Arnold explained the extra charge resulted from dividing the single scope into two grant-eligible packages; engineered work and inspection increased. Council members pressed for confirmation that the split produced net grant benefit; staff said the approach “maximized the grant money” and that awarding the amendment allowed the city to submit bills for reimbursement and close the grant.
The council approved the amendment. City staff characterized the payment as necessary to preserve grant reimbursement eligibility rather than a new scope of work.
