Property owner Carol Gambar testified the facility has operated for 17 years and said the neighborhood accepts the use. "I've been in business for 17 years. We have 3 assisted livings here in San Antonio. We're very welcomed in the neighborhood," Gambar said. Public commenter Jack M. Finger urged caution and cited the staff packet, which had recommended denial on the basis that allowing eight residents could produce adverse effects compared with a residential district's usual six‑person allowance.
Council member White, whose district includes the site, said the facility already houses eight residents and that no internal or exterior changes are proposed; he moved to approve and the motion carried. Development Services staff explained their packet language reflected analysis of whether the increase from six to eight residents would likely have adverse effects on health, safety or welfare; the council voted to approve the conditional use and rezoning.
