The Lincoln County School District No. 2 Board of Trustees approved the district's 2025'16 budget and a series of contracts and purchases at a regular meeting where staff also reviewed summer facilities work and monthly financial details.
Business manager Mr. Inskeep presented the district's financial overview and told trustees the district is "right where we need to be," describing how the district tracks salaries and benefits by general-ledger codes and how staff can show costs by school and program. He cited items including roughly $1,960,000 set aside for capital construction and said staffing at Affton Elementary is "just over $2,000,000," the presented cost of staffing at that location.
The board approved an MOU with Bear Lake Memorial Hospital to provide speech-language pathology services in Cokeville; authorized purchase of a Bobcat articulated loader to replace an aging Toro mower/attachment unit; approved phase-3 transportation contracts and related bus procurement; accepted two donations; and approved athletics items including adding soccer at Star Valley Middle School and membership in the Wausau Wyoming High School Athletic Association.
Facilities director Mr. Warren gave the board a summer update, saying crews have been deep cleaning buildings, refinishing gym floors and completing LED lighting and bleacher projects. Warren said work at the middle school and the Copeville High School weight room is underway and that the district plans additional bids this summer for projects including a throwing area at Star Valley High School.
On vehicles and transportation, staff noted one existing bus is 16 years old and will remain in service until the replacement arrives; the district said the state has recently allowed ordering buses at 16 years because of extended production lead times. The Bobcat purchase is primarily for sidewalk snow removal and will include a bucket and blower attachment; staff said they tested the machine in Kemmer and compared models before selecting a Bobcat.
The board conducted routine personnel approvals under the consent agenda, including resignations and multiple new hires and reassignments, and approved payment of bills and minutes. Donations accepted included $500 from the Star Valley Ladies Golf Association to support Star Valley High School women's golf and $5,000 from Lincoln County Weed and Pest to support Caulkville High School football.

Board and staff comments
Mr. Inskeep described the district's ability to drill down from the district general ledger into subledgers and offered to present a fall work session demonstrating how costs trace back to employee IDs, benefits and program codes. "Any any questions? We're right where we need to be," he said.
Facilities director Warren said contractors met schedules for gym-floor refinishing and that the district had completed bleacher work at Star Valley Middle School and a round of athletic-field maintenance. He asked the board to consider a bid for a throwing area at Star Valley High School next month.
Next steps and context
Superintendent and staff said they will provide additional budget detail and breakdowns of reserve accounts later this summer upon board request. The business manager offered a fall work session to let trustees select a school and view staffing and benefit costs down to employee IDs and function codes. The board scheduled further review of capital projects and anticipated receiving bid documents for several facilities items in coming weeks.
