Commission approves tuition assistance for county health director with payback clause and duty requirement

The Seward County Board of County Commissioners voted to approve a tuition‑assistance agreement for Health Department Director Bree Greeson on Aug. 4, authorizing up to $54,000 over four years (approximately $13,500 per year) to support Greeson’s Doctor of Nursing Practice studies with the condition that she remain employed and perform her duties during the period covered by the assistance.

County staff explained the agreement covers cash‑basis law requirements, the rate of assistance, and a payback schedule requiring repayment if Greeson leaves before completing a 48‑month commitment. Staff said tuition assistance would be paid directly to the university and that any scholarships or grants received by Greeson would reduce the county’s contribution. The agreement also allows the county to terminate the arrangement for budgetary reasons; payments already made for completed coursework would not be required to be repaid in that situation if the commission so chooses.

Commissioners discussed inserting explicit language that Greeson remain in her position and perform her duties during the four‑year period; Greeson confirmed she would remain employed and perform regular duties while pursuing the degree. Commissioners also noted tuition rates may change over the four years and agreed the county would calculate annual payments based on the current academic year’s tuition. The motion approved included an amendment specifying Greeson will remain director and perform duties during the term.

Supporters said the arrangement is intended to preserve clinical and leadership capacity at the health department as the county plans for future transitions among contracted medical officers. The commission approved the motion by show of hands.
