The Aberdeen City Council on Monday approved the first reading of Ordinance 25‑0701, which amends the city zoning code to permit administrative exceptions for home daycares.
Ken (staff) told the council the change is intended to shorten the timeline for new home daycare approvals: the existing requirement to apply for a special exception through the Board of Zoning Adjustment could take a month to six weeks depending on scheduling. Under the proposed ordinance, staff would inspect properties (building official and fire marshal) and could grant an administrative exception; the ordinance retains the ability to refer problematic properties to the board for a public hearing.
Ken said the administrative exception carries the same legal weight as a special exception and may be revoked after a hearing and finding by the board of adjustment. He also noted that daycare providers must remain licensed by the city and licensing remedies remain available.
