"We are utilizing the REAP program through the Rhode Island League of Cities and Towns to gain access to the best rates for electricity," Town Manager Liz said, adding that the consultant advising the league had recommended locking in now to avoid price increases tied to natural gas markets and seasonal factors.
Staff said the town's current contract runs through December 2025 and that locking in early is permitted; the REAP arrangement pools several municipalities to increase buying power. The discussion included a consultant explanation that electricity prices fluctuate with natural gas storage, export demand and weather, and that a multi-year contract can provide price stability.
A council member moved to authorize the town manager to update the town's agreement with Constellation for a fixed rate of 0.1153 (as stated in the motion). The council recorded votes in favor (Councilor James, Councilor Davis and Councilor Burns were recorded voting in the affirmative). The motion passed.
Town staff said the change should produce an immediate reduction in the town's electric costs beginning in January of the contract term and that choices on one-, two- or three-year terms are available depending on the market and pricing windows. The manager and staff will finalize contract details with Constellation under the REAP program.
The council did not provide detailed budgetary figures in the discussion beyond staff's statement that the town uses about "208,000 100,000 kilowatts per year" (as stated by staff) and that the cooperative approach historically produced savings for participating municipalities. Staff recommended continued monitoring with the consultant and stated the contract would be renegotiated before the current contract's December expiration if needed.
The council's motion instructs the town manager to complete the contract negotiation and sign on behalf of the town; staff will report final contract terms back to the council as appropriate.
