Property owner seeks road relocation; county requires surveys, Title V and BLM sign-offs before approval

A Beaver County property owner requested that the county move a maintained county D road onto the west side of his property to reduce drive-through traffic and hunting disturbance. County staff and the owner described the proposed alignment and current maintenance history; staff said county crews have been grading the route in recent years.

County staff told the commission the county would require a 66-foot right-of-way across the owner27s land, that the owner would be responsible for building the road to county specifications (including culverts where needed) and that the county would apply for a Title V right-of-way where the new alignment crosses federal land. Staff noted the county would retain any historic RS 2477 claims that apply to the old alignment.

Commissioners asked for paperwork to support the relocation and told staff they would not finalize approval without the written surveys and BLM/Title V documentation. One commissioner said, "if we do it for one person, we gotta do it for everybody," and asked for the complete paper trail before signing off. Staff agreed to draft an agreement and bring it back to the commission for ratification.

Separately, commissioners discussed blocked access and barricades near a lake shoreline road. Staff said they would send a letter asserting the county27s prescriptive right-of-way claim for shoreline access and asked commissioners to review the draft before mailing.
