The council reviewed proposed amendments to zoning and land-use regulations that would revert certain areas reclassified during the master plan back to R‑1 (single-family) zoning. Randy Daniel, legislative coordinator for Economic and Housing Development, said the changes respond to neighborhood concerns about "overbuilding of the buildings" after some R‑1 areas had been reclassified to commercial zones; the amendments would change them back to one-family dwellings in impacted neighborhoods.
A council member requested that Daniel and the clerk provide a written list of the specific areas affected so council members and residents can identify parcels and assess neighborhood impact. Daniel agreed to provide that information.
The agenda also included a resolution declaring an area in need of redevelopment in the Central Ward and an investigation for an area in the North Ward. Council members specifically asked the administration and the clerk to follow up on a parcel at the corner of Ropes Place and Franklin that had been an old gas station and mechanic shop; neighbors had complained about the vacant lot and the council asked EHD for a status update on any approvals or outstanding complaints.
Council sponsors moved and seconded the redevelopment items for referral; the transcript shows sponsorships, questions and requests for follow-up but no final votes in the recorded pre‑meeting segment. Council members asked for written follow-up from EHD and engineering as appropriate.
