Planning board recommends rezoning of 6-acre Altman Road parcel to farm residential

The Hardee County Planning and Zoning Board voted to recommend approval of planning and zoning application 25-67 (ordinance 2025-07), a request from property owners Justin and Amber Hines to rezone a roughly 6-acre parcel on the east side of Altman Road, south of Civic Center Drive, from R-3 multifamily residential to FR farm residential.
Jordan, a planning staff member, told the board the parcel was split from an adjacent parent tract in May 2025 and that the Hineses plan to use the site for agricultural purposes. Jordan said staff had informed the owners that under the Hardee County Unified Land Development Code, including ULDC Section 2.16(a), a barn generally cannot be installed prior to construction of a principal residential structure; Planning and Zoning Director Todd Miller had granted temporary administrative authority to allow a barn contingent on receiving rezoning approval. "Therefore, staff is recommending approval of application number 25-67 as ordinance number 2025-07 to rezone the 6-acre parcel from R-3, multifamily residential to FR, farm residential," Jordan said and submitted the staff report into the record.
The staff report described the site as located in the Town Center future land use category and said surrounding parcels are mainly zoned FR and agricultural. Jordan reviewed dimensional standards cited in the staff report: front setbacks would remain 30 feet; FR rear setbacks would be 25 feet and side setbacks 10 feet (compared with R-3 rear 20 feet and side 7 feet); maximum height would remain 35 feet; lot coverage and impervious-surface allowances would fall from 40% to 35% under FR zoning; and parking requirements are two spaces per dwelling unit. Jordan also provided the partial parcel identification number in the agenda packet as 17-34-25-0000-05120-0000 and explained the split and reassignment of parcel IDs are still being processed by the property appraiser following recording.
No members of the public spoke on the rezoning at the hearing. After brief discussion and clarification from staff about the parcel identification and recent split, a board member moved to recommend approval of application 25-67 as ordinance 2025-07; another board member seconded. The board voted by voice; the motion carried. The board record shows the motion passed and will be forwarded to the Hardee County Board of County Commissioners for consideration at their next regular meeting.
The staff report noted public notice procedures: a notice was advertised in the Herald Advocate on Aug. 21, 2025, courtesy letters were mailed to properties within 300 feet of the subject parcel, and the parcels were posted. Jordan entered the staff presentation into the record before the vote.
The planning board also announced its next regular meeting and public hearing is scheduled for Thursday, Nov. 6, at 6:00 p.m.; the rezoning recommendation will proceed separately to the Board of County Commissioners for final action.
