Elizabethtown Area School District board members opened a public discussion of the district’s 1‑to‑1 Chromebook program at the Aug. 12 workshop, questioning whether daily Chromebook use, especially in lower elementary grades, should be scaled back.
Board member Tina (identified in the meeting as a board member who supplied research links) said recent studies she reviewed suggest handwriting and paper reading improve retention compared with prolonged screen use. “There’s better comprehension if you’re actually reading a paper book,” she said, and urged the board to consider limiting Chromebook use in kindergarten through second grade. Other board members raised mental‑health concerns tied to screen time and said Chromebooks often shifted from a supplemental tool to the majority of classroom time.
Superintendent Dr. Nell recommended a structured research phase before policy changes. She proposed that district staff, including principals and the technology office, collect classroom‑level estimates of Chromebook use across grade bands and document how Chromebooks are integrated into lesson plans. The administration also offered to analyze device usage data monitored by the district filter system and the tech staff’s alert logs to estimate how much in‑class time devices are used and how much they are used for regulated instruction versus unsanctioned activity.
Ted, a district technology staff member, described the district’s filtering system (Securly) and noted that the filter produces many alerts — including false positives — when students engage in legitimate classwork on sensitive topics. He told the board the tech office can provide usage statistics and examples of flagged activity but cautioned that filtering is imperfect and that classroom context matters.
Board members asked the administration to draft age‑appropriate guidelines for device time and to examine options such as keeping K–2 devices at school rather than sending them home, creating computer‑bank pods in classrooms, and defining how much of an elementary day should be device‑based. The administration suggested the tech department and principals could produce a district report over the next two months and present recommendations to the education planning committee.
No policy change was voted on at the workshop. The board directed staff to gather district‑specific usage data, consult teachers and principals about pedagogy and screen time, and return to the education planning committee with findings and possible guidelines.
