North Penn policy committee updates Title IX contact, repeals outdated advertising policy

The North Penn School District Policy Committee on an August meeting approved first reading revisions to Policies 103 and 104 to update the district’s Title IX coordinator contact, voted to repeal Policy 2603 (advertising) and was informed of a change in the administrative regulation for Policy 702 increasing the board-approval threshold for gifts from $100 to $500.
Mr. Summers, a district staff member presenting the changes, said the only edits to Policies 103 (students) and 104 (staff) were to “updat[e] the contact information for who is the Title IX coordinator for the district.” He told the committee the district is listing the Title IX coordinator directly in those policies so the public can readily identify whom to contact for Title IX or harassment concerns and that the coordinator is now the assistant director of student services, Dr. Neil Broxterman.
The committee also moved to repeal Policy 2603, an advertising policy written under the district’s older numbering system and last revised in 2012. Mr. Summers said advertising requests previously reviewed under that policy will instead be handled under the district’s newer Policy 913, Non‑School Organizations, Groups and Individuals, which requires outside organizations seeking to distribute materials or post on district property to submit requests to the Office of School and Community Engagement. He said the practical process for reviewing advertising requests will not change and that any additional specifics about advertising could be developed as an administrative regulation under Policy 913.
Separately, the committee heard one informational item about Policy 702 (gifts): an administrative regulation raising the dollar threshold for gifts that require board approval from $100 to $500. A staff presenter said the threshold had been $100 for many years and principals and school presidents recommended increasing it to reflect price changes.
During public comment, Jason Lanier of Lansdale criticized the district’s broader education equity policy (Policy 832), calling its results “an unmitigated failure” and urging higher academic standards. He asked what the district is doing to improve student outcomes. A committee member responded by referring Lanier to discussion at a recent action meeting by Dr. Bauer; no formal action on Policy 832 was taken at this meeting.
