Kaufman County approves MOU with Passion Health, awards retaining-wall contract and OKs election-system purchases

Kaufman County Commissioners Court on Aug. 19 approved a memorandum of understanding allowing Passion Health Clinic in Kaufman to see county indigent clients and accept Medicaid rates, awarded a bid for a retaining wall and related work at 16001 Ranch Road, approved requests to advertise two engineering-related requests for qualifications, and authorized purchases of election equipment and software.

The court — sitting at the Kaufman County Annex — approved the MOU after a short presentation from a county staff member identified in the record as Desiree, who said the clinic “is willing to see my indigent clients and they're willing to accept the Medicaid rates.” Commissioners approved the MOU by voice vote.

The MOU matters to residents who rely on county-supported indigent care because it establishes an arrangement for local access to medical services at Medicaid reimbursement levels, court members said during the item. The agreement was presented as limited to the contractual terms in the memorandum on file with county staff; specific patient-eligibility rules, enrollment processes and effective dates were not specified in the meeting record.

Both solicitations were described as replacements or renewals for expiring contracts; the court approved advertising both RFQs.

The court also approved joining the Choice Partners cooperative purchasing program via an interlocal agreement, which staff said would add to the county’s existing cooperative options such as TIPS and BuyBoard and could provide additional pricing and turnaround options.

On elections items, the court approved purchase agreements that staff described as using cooperative contract number 710-23 to acquire 75 electronic poll books, and cooperative contract number 17-23 to acquire an offline voter registration system and associated software. Elections staff identified the poll books as having a guaranteed usable life of at least 10 years and said both purchases would be covered by current budget expenditures. The court approved both purchases by voice vote.

Finance staff asked for and received approval for several routine line-item transfers, including transfers to cover the election equipment purchases, and for payment of accounts payable and payroll this week. The county auditor reported accounts-payable invoices totaling $948,390.60 and payroll totaling $2,064,061.63, for a combined payout of $3,012,452.23; commissioners approved payment.

Other items on the agenda included a presentation and recognition for Robert Hunter, Kaufman County’s veteran service officer. Heather Phelps, identified in the record as post commander of VFW Post 9180, presented a written commendation that praised Hunter’s work with the county’s veterans memorial park and his veteran-services work; Hunter accepted the award.

The court moved into executive session under Texas Government Code Section 551.071 to consult with counsel and the elections administrator regarding potential claims involving a former vendor identified in the record as Votec.
