The Pahrump Regional Planning Commission on Aug. 13 voted on permits and waivers covering landscaping, kennels, stables, residential development and off-premise signs tied to the Mountain Falls/Amalfi area.
Among approvals, the commission granted a waiver for landscaping at a proposed storage facility at 2280 East Basin Avenue (WV 25-13); approved a conditional use permit for a commercial kennel and rescue with a cap of no more than 35 animals (CU 25-13); recommended approval of a 204-unit build-to-rent duplex project after staff review (CU 25-15); and approved two commercial stable conditional use permits with conditions (CU 25-18 amended to 7 horses, and CU 25-19 approved with 20-horse limit and follow-up inspections).
The commission denied several off-premise sign applications and waivers for signs advertising the Amalfi/Mountain Falls development after finding prior permits had expired and after public testimony that the signs over-concentrated near community gateways and had been changed before approvals were current (CU 25-8/WV 25-10; CU 25-7/WV 25-11; CU 25-9/WV 25-7). Commissioners cited visual clutter, gateway impacts and the fact earlier conditional use permits had expired in May 2024, yet signage remained in the field.
Separately, commissioners recommended approval of a zone change from General Commercial to Specific Plan for three parcels totaling about 14.77 acres to fold them into the Mountain Falls South development framework; staff and the applicant said the parcel addition does not increase the total number of homes already allocated under the development agreement but redistributes lot placement.
Votes at a glance (motions, outcomes and summary): - WV 25-13 (landscaping waiver, 2280 East Basin Ave., Josh Wheeler/Revocable Trust): approved (motion passed). - CU 25-13 (commercial kennel/rescue, 520 SE Street, Brianna Kirsner/Viper Land & Investments LLC): approved; condition caps animals at 35 and requires standard and special conditions in staff report. - CU 25-15 (build-to-rent duplexes, 11.46 acres): recommended approval to the Board of County Commissioners, subject to site development review and coordination on water/sewer with Great Basin and Valley Electric. - CU 25-18 (commercial stable, 3471 S Big Sky Way, Todd & Susan Rupert): approved with amended limit of 7 horses (motion amended on floor). - CU 25-19 (commercial stable, 3440 N Linda Street, Madeline Guarino/Gorino Lance & Madeline): approved with up to 20 horses and scheduled animal-control inspections (90/120 days review). - CU 25-8/WV 25-10, CU 25-7/WV 25-11, CU 25-9/WV 25-7 (off-premise signage for Amalfi/Mountain Falls, multiple parcels): denied. Staff and commissioners noted previous CUPs expired May 2024 and signage remained; public testimony objected to visual clutter. - ZCMP 25-? (zone-change to Specific Plan for 14.77 acres to add to Mountain Falls South): commission recommended approval to the Board of County Commissioners, subject to conditions and coordination on the amended development agreement.
The meeting record shows multiple public comments raising broader concerns about rapid growth in Pahrump, impacts on water supply, schools, traffic (notably the Mountain Falls/Highway 160 intersection), and the visual impact of large-scale real-estate signage. Commissioners and staff repeatedly stressed that site development review, building permits and coordination with utility providers remain required before construction and that some approvals (for example, the storage waiver and the kennel/stable CUPs) carry explicit follow-up conditions.
The commission also pulled one agenda item for re-noticing to the Sept. 10 meeting.
Meeting minutes and staff reports contain the motions, the specific conditions and the supporting findings; appeals of commission denials may be filed to the Board of County Commissioners.
