Council lays over one item, approves plats and licenses; LED sign bid fails

The Oshkosh Common Council on Aug. 12 voted to lay over Resolution 25-417 for clarification, approved a set of preliminary plats and a liquor-license change, adopted a cooperative metropolitan planning agreement and failed to approve an award for LED electronic message centers after a 3-3 tie.
The council voted 6-0 to lay Resolution 25-417 over to the next regularly scheduled meeting after members said the resolution and accompanying memo contained conflicting language and the staff requested more time to correct the document. Councilor Bulow, Councilor Stevenson, Councilor Nichols, Councilor Larson, Councilor Spambauer and Mayor Muggar recorded aye votes on the motion to lay 25-417 over.
On other consent and action items the council took the following formal votes: - Resolution 25-431: approval of a cooperative agreement for continued transportation planning for the Oshkosh metropolitan planning area (City of Oshkosh, Wisconsin Department of Transportation, East Central Wisconsin Regional Planning Commission and the Oshkosh Metropolitan Planning Organization). Roll call: Bulow — aye; Stevenson — present; Nichols — aye; Larson — aye; Spambauer — aye; Muggar — aye. Result described in the minutes as carried 5 yes, 0 no, 1 present.
- Resolution 25-432: award bid for LED electronic message centers for park locations. After extended discussion about cost and expected return, the roll call produced a 3-3 split (Bulow — aye; Stevenson — aye; Nichols — no; Larson — no; Spambauer — no; Muggar — aye). The chair stated the tie meant the motion failed.
- Resolution 25-433: approval of a preliminary plat for a 91-lot single-family subdivision east of Clearview Road (Casey’s Meadow South, fifth addition). Carried (roll call recorded six ayes).
- Resolution 25-434: approval of a preliminary plat for a 25-lot mixed-residential subdivision east of Sherman Road (Island View Estates, second addition). Carried (six ayes).
- Resolution 25-435: approve conditional surrender of a Class B beer license and issuance of a combination Class B liquor license for the Jockey Club at 24 Grunewald Avenue. Carried (six ayes).
The council chair identified three ordinances (25-428, 25-429 and 25-430) regarding parking regulations and the council’s annual meeting schedule; those were noted as coming back for further discussion at a future meeting.
