Sunnyvale Zoning Administrator Doreen Khalifa Lehi on July 30 approved two special development permits for tenant spaces at 250 West Washington, authorizing an education, recreation and enrichment use (file PLNG-2025-0308) and a recreation and athletic facility (file PLNG-2025-0311).
The actions adopt staff-recommended findings and revised conditions of approval. Lehi said she "can make the required findings for the special development permit," and adopted "alternative 1 to approve the special development permit with recommended findings and attachment 2, as amended with the conditions of approval and attachment 3" for each item.
City project planner Julia said staff made post-publication revisions to two attachments: a corrected APN on the vicinity map (attachment 1) and clarified language in the recommended conditions of approval (attachment 3) describing how an applicant or future operator may request changes to conditions such as days and hours of operation, class times and special events. Julia also said the revised documents are posted online and that staff had received no public comments on either project.
Applicant Josh Rupert attended and told the zoning administrator he had "nothing to add" when invited to speak. No members of the public raised hands to comment during either public hearing; the administrator closed each public hearing before issuing rulings.
The approvals are administrative decisions by the zoning administrator and may be appealed to the Planning Commission within 15 days of the decision date, according to the procedure Lehi read at the start of the hearing. The staff report and the revised attachments, including the underlined changes to attachment 3, were posted on the city's project webpage for the files PLNG-2025-0308 and PLNG-2025-0311.
