Midvale council approves $3.29 million contract for Main Street-area roadway and utility work

The Midvale City Council unanimously authorized a $3,290,000 agreement with Beck Construction and Excavation Inc. to replace roadway, sewer, storm and water infrastructure around Main Street, prioritizing utility connections for a new apartment development this fall.
On July 22, 2025, the Midvale City Council approved Resolution 2025-R-43 authorizing Mayor Gettle to sign a contract with Beck Construction and Excavation Inc. for the 2025 Roadway and Utility Improvement Project, a multi-street reconstruction and utility upgrade around Main Street and adjacent blocks valued not to exceed $3,290,000.
The work covers demolition of existing roadway and curb and gutter; installation of sanitary sewer lines, manholes and laterals; new storm drain systems to address chronic flooding on Stagg Street and a city-owned parking lot south of First Avenue; new culinary water mains; and replacement of curb, gutter and sidewalk on Stagg, Depot, Smelter, Main, Center and Holden Streets. “This is to address a lot of the flooding that we currently have on Stagg Street, where there is not a storm drain system,” said Kate Andrus, Director, while presenting the project history and scope.
The contract implements recommendations from Midvale’s 2020 West Main infrastructure study by Paul Hansen and Associates and was awarded after a competitive bid process. Because a private development (West Main Apartments) needs utility service, the city and contractor agreed to prioritize the northern portion of the work near that site so the developer can connect to water and sewer in time for a September connection. The contract sets substantial completion of the entire project by April 17, 2026, with final payment on or before April 30, 2026; weather-dependent asphalt work may continue into spring.
The agreement includes several conditions intended to reduce disruption: work hours limited to 7 a.m.–7 p.m.; no blocking of access between 5 p.m. and 8 a.m.; a required traffic-control plan before work begins; contractor staging and notices to residents and businesses (a three-day notice and a 24-hour reminder); and a contractor-appointed community liaison plus a hotline for concerns. The contractor and city will coordinate with Rocky Mountain Power on undergrounding or relocating power poles in the project area and with Enbridge Gas on a gas-line relocation; Rocky Mountain Power may need to install switchgear to accommodate the new layout, Andrus said.
Funding for the project comes from multiple sources, including the county’s First Class Highway Projects Fund (an allocation the city receives of $500,000 per year for 15 years, equal to $7,500,000 over that term), Main Street Community Development Agency funds, and related utility-project funds. The contract allows change orders if schedule or scope adjustments are required; construction payments will be monthly progress payments not to exceed the contract ceiling of $3,290,000.
A motion to suspend the rules and approve Resolution 2025-R-43 carried unanimously. Council Member Billings, Council Member Glover, Council Member Robinson, Council Member Brown and Council Member Nicholas voted yes; the motion’s mover and seconder were not named in the public record. The council did not go into closed session and then adjourned.
The project record in the council presentation included maps showing proposed easements, rights-of-way and the roadway layout that informed the design and bid documents. City staff said they will provide construction staking and continue coordination with utility companies during construction.
