The Pryor Street Committee heard a report from Street Superintendent Buddy on maintenance work, equipment needs and staffing, and recommended several personnel and procurement steps to the City Council.
Buddy reported on ongoing work: completed driveway-pipe and sidewalk repairs, asphalt overlay on Northeast First (with striping scheduled after contractor delays due to rain), drainage repairs on South Rose Street, mowing and right‑of‑way maintenance, and sidewalk patching near the middle school. He said the department has replaced several old driveway pipes, continues curb and gutter work, and will add a small sidewalk project to yearly street work lists.
On equipment, Buddy described a broken ice machine at the shop that is irreparable because replacement parts are no longer manufactured; he said he has requested quotes from local vendors and will return with estimates and an agenda request. He outlined a 2008 Chevrolet one-ton diesel truck with failing engine bearings; dealers estimate a motor replacement around $21,000 but Buddy said he will return with formal quotes and recommended the replacement be included in the next fiscal-year budget.
The committee heard several procurement items: no immediate action was taken on a proposed rotary cutter skid-steer attachment (staff will return with vendor quotes and demonstrations); the committee recommended forwarding to council a proposed $424,278 purchase from J and R Equipment of Oklahoma City for a 2025 Elgin street sweeper at state contract price so the council can act when the new budget is finalized. The committee also recommended advertising to fill a current vacancy in the street department and discussed placing an additional crew position in the coming budget.
On the sweeper, Buddy said J and R Equipment provided a demonstration and has two units available; he asked the committee to move the item forward to council to allow budgeting and procurement steps. Councilors discussed purchasing-manual requirements for purchases over $25,000 and confirmed vehicle purchases may be procured via quotes when the manual permits vehicle-quote exceptions.
The committee approved the recommendation to advertise the street-department vacancy to be posted at the next council meeting; members said wages and staffing levels will be revisited as part of the budget process. No final purchases were approved at the committee level; the sweeper and personnel actions were forwarded as recommendations to the City Council.
