Council authorizes sewer service agreement for 85 Lincoln Way, staff to pursue annexation with LAFCO

The Auburn City Council on Aug. 11 authorized the city manager to execute an extended services agreement to provide sewer service to a 7-acre property at 85 Lincoln Way and directed staff to pursue annexation of the parcel with the Placer Local Agency Formation Commission (LAFCO) once the city’s general-plan update is complete.
Economic development staff, represented by Jonathan Wright, told council that the property is adjacent to city limits, within the city’s sphere of influence and that a sewer main lies roughly 100 feet from the parcel. Staff said including two adjacent APNs in the agreement made sense to avoid future road disruption if the applicant were to extend sewer infrastructure. The staff report and presenter noted that the service agreement is authorized under government code to extend service outside city limits, is subject to LAFCO approval and that if annexation later occurs the agreement would automatically expire because the parcel would then be inside city limits.
Council discussed contingencies if annexation did not proceed; staff said the city may continue to provide service under the agreement should annexation be delayed or not occur. Council also confirmed that future rate changes would apply to the account because the property would be receiving city sewer service. The resolution was moved and seconded and approved by roll call with Council member Bridal Harris, Council member Davis, Council member Holmes and Mayor Amara voting in favor.
