City Attorney Mayberry explained the amendment inserts the new section into Chapter 6 so the manual remains a single referenced document. Mayberry said the change fills a gap because Chapter 6 previously governed grievances for employees under the city manager’s authority but did not provide a process for council‑appointed staff. The draft was prepared with mayoral and council input to consolidate a clear procedure for those positions.
The resolution was adopted after a presentation and review of highlighted changes; council voted 7‑0 to approve.
