The Rawlins City Council approved a staff recommendation to award the municipal hauling bid for municipal solid waste (MSW), tires and manure from the Rawlins Municipal Transfer Station to Dirty Boy Sanitation of Rawlins at $33.74 per ton.
Council member Zenger moved to award the bid and the motion passed; staff explained Dirty Boy Sanitation submitted the lowest bid among responsive offers. Council approved the award with six yays and one not present.
Public discussion and staff comment explained that the city lost its previous municipal hauler about six months ago and had a temporary arrangement with Black Hills Cattle Company. City staff thanked Black Hills for interim service and said the current recommendation followed evaluation of qualifications and pricing. Staff presented Blackburn (another bidder) pricing as higher ($45.25/ton MSW; higher for tires/manure), and Dirty Boy Sanitation as the low bidder at $33.74/ton.
Council members asked whether the city would again be charged to haul manure to Casper; staff said the prior hauler had an arrangement with a rancher to remove manure for free, but that arrangement is not guaranteed under the new contract and hauling to Casper remains an option if needed.
