The Seward City Council approved a memorandum of understanding with Black Hills Energy for decommissioning of a liquefied natural gas (LNG) site at the Seward Rail Campus and for the city to accept the site in a rock‑surfaced condition for use as a secure staging or “throw down” area, city staff said.
City staff told the council that Black Hills offered to remove its equipment and leave the rip‑rap/rock surface intact and gated, which staff said would create a useful secure storage/staging area for future development on adjacent rail campus lots. Staff said leaving the rock surface would avoid regrading and subsequent mowing expense associated with restoring the site to turf.
Staff said Black Hills crews were already scheduled to begin decommissioning work the following day and that their local crews would also be finishing gas‑main work for other projects in the area. Council discussion included confirmation that the site had always been intended for short‑term use while a town border station system was built and that the new permanent town border station and loop feed would reduce the utility’s need for the temporary LNG site.
Council approved the MOU by roll call. The clerk recorded a 6–0 vote in favor.
