Board begins Lone Star governance self-evaluation; sets baseline and plans October adoption of goals

The South San Antonio ISD Board of Managers began a quarterly governance self-evaluation process Sept. 15 using the Lone Star Governance rubric, a consultant told trustees, and set a baseline that will guide governance work this year.
Consultant Ben Mackey led trustees through the instrument and asked the board to score categories such as vision and goals, superintendent constraints, monitoring and community engagement. Trustees generally agreed that several required items are not yet adopted or finalized and therefore scored many categories at the baseline "does not meet" level.
"Boards that are effective reflect on their own actions and inactions and work collectively together in a public space to figure out what are we doing next to move our system forward," Mackey said, introducing the process. He instructed the board to use the rubric's stepwise scoring method and to return quarterly with updated scores.
Trustees and Mackey identified the formal adoption of a district vision and board-adopted measurable goals as the governing board's immediate priority. Several trustees said the board had reviewed draft goals in prior workshops but had not yet taken a formal vote.
"Officially adopt said vision and goals," one trustee said when asked for the top priority after the baseline exercise.
Mackey said administration and the TA monitor would calculate the percentage of meeting time the board spent on student-outcome priorities for the July-September quarter, and the board will consider the first formal baseline adoption in October. The consultant also recommended the board finalize operating procedures for committees and monitoring templates so monthly reporting will align to board goals.
Board members agreed to continue the process, with a plan to bring a draft baseline with scores and calculations back for formal consideration at the next meeting cycle.
