RDA Approves Sale of Vacant Lot at 421 East Lincoln for Garage Addition

The Oshkosh Redevelopment Authority approved Resolution 55-08 to sell a vacant parcel identified as formerly 421 East Lincoln Avenue to Lucas and Chery Noskowiak for $44,001.
RDA staff described the lot as a narrow parcel located beside a railroad track that the RDA acquired from Winnebago County in February 2011 and on which a small structure had been demolished after acquisition. The buyers intend to combine the purchased lot with the adjacent house at 417 East Lincoln and build a garage. Staff said planning and building-inspection staff reviewed the preliminary plan and raised no objections.
The RDA motion to approve the offer passed unanimously on a roll call vote. Clerk recorded the vote as: Bill Corelli, aye; Lasky, aye; Hutchison, aye; Ponnick, aye; Felter, aye.
Staff said the buyers hope to complete the garage before winter and mentioned the city will assist with lot combination procedures; combining the properties is the next step after the sale. A staff member noted the city code restricts standalone structures on vacant lots and that the lot combination is necessary to authorize the proposed garage. The staff member said the city’s forestry division had removed dead trees near the site in recent weeks.
Staff also said a negotiated brokerage fee of $4,000 will be paid to the brokerage that negotiated the deal. Staff explained the city must use a state-approved real estate form to complete the sale and noted the paperwork allocates liability appropriately; the RDA discussed that the $1 consideration sometimes used in city transfers provides legal justification to sell certain parcels, while the negotiated sale here lists $44,001.
RDA staff said the buyers expect to work with the State Historical Society on preservation/restoration matters tied to the property’s context. After discussion, the RDA carried the motion to approve the offer.
