Planning staff described the request as consistent with the 2050 comprehensive plan27s urban residential designation and noted that utilities (water and sanitary sewer) are available adjacent to the site. The annexation case (25006) and change of zone (25020) were presented together with a preliminary plat (25001) that proposes 128 single2dfamily lots under R3 standards.
