Oshkosh RDA to Pause RFP for 700 Block of South Main after No Submissions

The Oshkosh Redevelopment Authority (RDA) voted to pause reissuing the request for proposals for the 700 Block of South Main after staff reported the city received no formal submissions.
RDA staff told commissioners the RFP was posted on the city website and on several developer and broker listing services and was sent directly to roughly 30 developers, but no complete proposals were returned. “We didn’t receive any submissions,” a staff member said during the meeting.
Staff recommended holding the solicitation for at least six months to allow Mill On Main — a nearby development — to “get a little more settled,” and to reissue a broader call that does not require mixed-use multifamily/light commercial as the only allowable outcome. The staff member said Mill On Main’s projected completion date is March 2026 and that waiting would give prospective proposers more clarity on the area’s market conditions.
The recommendation also includes improving the RFP’s discoverability on the city website and continuing targeted outreach to brokers and developers. The staff member said the city will consider keeping the existing RFP posting live with a note that the application period has closed but that interested parties may contact staff to begin a conversation.
Local real estate agent Jay Graff, who identified himself as an agent with Addison Jones and as a representative of Signature Homes, said his developers would be interested in reviewing the property. “My developers would be interested in taking a look at your property and proposing something for you,” Graff said after being invited to the microphone.
Commissioners and staff discussed other outreach tactics, including sharing the draft RFP with commissioners before reissuance and using commercial brokers to maintain ongoing marketing. Staff also said there had been informal expressions of interest from about five parties, but none supplied formal questions or proposal documents.
Next steps: staff will refine the RFP language, broaden allowable uses, improve the listing’s visibility on the city website, and share the draft with commissioners and broker contacts before reissuing. The RDA did not take a formal vote to reissue; the group agreed to the pause and the outreach approach.
